About the project
The following objectives will be realized in order to achieve the set goal:

Theoretical and practical aspects of state policy in the sphere of educational and intellectual migration are studied;
2
Strategies and algorithms for stakeholder interaction in the application of intellectual potential and knowledge transfer of Kazakhstanis abroad have been developed;
3
Technological tools have been created for the effective application of intellectual resources of Kazakhstanis studying in foreign universities for the development of Kazakhstan.
The aim of the project is to develop a strategy for effective interaction of state bodies, national companies and other organizations with Kazakhstanis abroad in order to apply their knowledge and professional competencies for the development of the country.
In other words, the project aims to develop a targeted public policy on the use of human resources to solve significant innovation-technological, public, social and other problems in both public and other sectors.
Within the framework of this study it is planned to: To transform the state policy in the sphere of educational migration taking into account changes in legislation and NAPs, strategic and program documents, provisions of state bodies; To develop tools for interaction with Kazakhstani citizens studying in foreign universities in order to utilize their intellectual resources.
The project is aimed at researching the state policy of the Republic of Kazakhstan in the sphere of educational migration, developing strategies for interaction and effective utilization of the intellectual potential of Kazakhstanis abroad.
The mobile application and integrated system to the digital platform were prepared within the framework of realization of the scientific research AP13067766 "Transformation of policy in the sphere of educational migration: development of strategies to apply the intellectual potential of Kazakhstanis abroad", funded by the Committee of Science of the Ministry of Science and Higher Education of the Republic of Kazakhstan.

How can I create a project?
To create a project, select your role during registration: legal entity or individual. On the main page of the application, click the "Create" button. In the menu that opens, select the "Create Project" function, fill in the project details in 5 steps, and wait for the moderator and executors to check it.
How can I participate in the project?
You must be an individual. Select a suitable area on the main page of the Forkz app or find a project through search. Once you have opened the desired project, click the "Offer a service" button, fill in your information and describe how you want to solve the project's task. Send your proposal to the project organizer. Your projects will be displayed in the "My Projects" section, where you can track their status.
Can I use Forkz for professional networking?
Yes, in the "Experts" section you can use filters to search for experts of Kazakhstani origin abroad. If you are an expert, you can find project authors and contact them through their profile.
How is my data secured in the app?
In the app, all activities are monitored by moderators and the servers, app and domains are protected by technical means.
How can I get support if I have a problem in the app?
At any time, go to the "Profile" section of the app and tap "Help", then "Write to Support".

Bokaev Baurzhan Nurlanovich - PhD, Professor at the National School of Public Policy of the Academy of Public Administration under the President of the Republic of Kazakhstan, researcher at the Maxwell School of Citizenship and Public Relations at Syracuse University.
B. Bokaev is a graduate of Cornell University with a Master of Public Administration (2014-2016), a researcher at Harvard University (2012-2013), founder and president of the Central Asian Studies Association (USA), a member of the Board of Kazakhstan Global Endowment (New York, USA), a member of the Harriman Institute at Columbia University (New York, USA), editor-in-chief of the international journal Global Ideas (Kazakhstan), a member of the Modern Language Association (New York, USA), a member of the Irish Association for Russian, Central and Eastern Studies (New York, USA), a member of the International Association for the Study of Russia, Central and Eastern Asia (New York, USA), and a member of the International Association for the Study of Russia, Central and Eastern Asia (New York, USA).
Research interests: public administration, migration and education policy, ethnic and linguistic identity of migrants, adaptation and integration of repatriates into local society.
Davletbaeva Zhuldyz Zhetpysbaeva - Co-leader of the research team
Davletbaeva Zhuldyz Zhetpisbaevna, PhD in Sociology, Professor at the Academy of Public Administration under the President of the Republic of Kazakhstan. She has more than 30 publications in domestic and foreign publications on migration, public administration and anti-corruption policy. In the period from 2018 to 2020 she was a member of the research project "Modernization of migration policy of the Republic of Kazakhstan in the context of the development of intellectual potential of the country".
Zhuldyz Davletbaeva's research interests include anti-corruption issues, integrity, anti-corruption culture, ethics of civil servants, migration and social policy of the Republic of Kazakhstan.
Baglay Bauyrzhan, master of International Relations, member of the research team
Baglay Bauyrzhan is an assistant at the Institute of Diplomacy of the Academy of Public Administration under the President of the Republic of Kazakhstan. He studies ethnic and national identity, nuclear non-proliferation and migration. He is also the National Consultant of the International Organization for Migration (IOM) in Kazakhstan. Baglay Bauyrzhan holds a Master's degree in International Relations from The University of Sheffield in the United Kingdom. He is an alumnus of the Bolashak International Scholarship Program.

Azat Bakbergenuly Kaimoldiev, MPM, MA, graduate of the National School of Public Policy of the Academy of Public Administration under the President of the Republic of Kazakhstan, specialty "Public Management". He is the owner of the international scholarship "Bolashak". He has a Master of Arts degree in Human Geography Research at Newcastle University (UK). Aizharykov Nurbek Bakhytbekuly, Master of Communication at Columbia University (USA), lecturer at Suleyman Demirel University. In the period from 2019 to 2020 was a member of the research project "Modernization of migration policy of the Republic of Kazakhstan in the context of the development of intellectual potential of the country".
Baktiyarova Guldana Nurlanovna, Master of Regional Studies, Member of the research group
Baktiyarova Guldana Nurlanovnais a member of scientific projects of the Center for Research, Analysis and Performance Evaluation of the Supreme Audit Chamber of the Republic of Kazakhstan. She successfully graduated from the Eurasian National University with a degree in Regional Studies. In her scientific and professional activities, she specializes in the issues of civil service, migration and communication of civil servants.
G.N. Baktiyarova is actively involved in analyzing and evaluating the effectiveness of government agencies, introducing scientific approaches and methodologies into the practice of public administration. Her research interests include studying the mechanisms of migration policy and the interaction of state bodies with the public.
